- Pick allowlist or blocklist mode and list the countries.
- Save, then verify with testing mode using addresses inside and outside the list.
Also check shipping zones
COD (like any payment method) only appears where a shipping rate exists. If a country you want isn't covered by a zone with your linked COD rate, add it there too: the ACOD rule controls visibility, the zone controls existence.

COD only where it makes you money
One ACOD rule limits COD to the countries you choose, cutting refused parcels and return-to-origin losses everywhere else. Live in about 5 minutes.
